The often-cited “Rutgers Parking Study” isn’t a study at all...
This is a white paper, not a study (critical technical difference). The paper was based on a 19 question survey sent to 47 developers and property owners, and it was produced with substantial participation from stakeholders who would financially benefit from reduced parking requirements. There was no independent validation of the data collected.
1. Self-Reported Data
The Rutgers survey data was self-reported by multifamily developers, owners, and property managers. The report does not describe independent audits or verification of parking utilization figures.
2. Industry Participation
